PhilHealth's Morales repeatedly approved questionable IT budget worth 100 Million Laptops



Just Now Newsm Manila, Philippines: According to report the PhilHealth's initial information and technology budget for year 2020 was two point one billion Peso (P2.1 billion). So expensive. 

According to Alejandro Cabading , a certified public accountant who was part of the agency's board of directors in PhilHealth, he said the proposal was thumbed down after a review of the costs showed that multiple items were either overpriced.

Cabading also said during a Senate investigation, according to him that there were numbers in Information Technology (IT) budget and financial report that do not add up. That is is statement. 

The Philhealth president Ricardo Morales and other high-ranking officials in Philhealth approved the said purchase of over priced Information Technology (IT) equipment and computer software and it is amounting to millions of pesos, this is a board member of the state-run insurance film statement on August 4, 2020.

  • 1. The PhilHealth budget for Adobe Master Collection software was Twenty One Million Pesos (P21,000,000.00) - but the Department of Information and Communications Technology (DICT) approved cost: One Hundred Sixty Eight Thousand (P168,000.00) pesos only. 
  • 2. The PhilHealth budget for application servers and licenses was Forty Million Pesos (P40,000,000.00) but the Department of Information and Communications Technology (DICT) approved cost: Twenty Five Million (P25,000,000.00) Pesos only.
  • 3. The PhilHealth budget for structured cabling was Five Million Pesos (P5,000,000.00) but the  Department of Information and Communications Technology (DICT) approved cost: Five Hundred Thousand Pesos only. (P500,000.00)
  • 4. The PhilHealth budget for identity management software was Forty Two Million Pesos only (P42,000,000.00) but the Department of Information and Communications Technology (DICT) approved cost: Twenty Million Pesos only (P20,000,000.00)
  • 5. The PhilHealth budget for office productivity software was Twenty One Million Pesos (P21,000,000.00 but the Department of Information and Communications Technology (DICT) approved cost:Five Million Pesos only ( P5,000,000.00)
  • 6. The PhilHealth budget for application servers and virtualization licenses was Twenty Five Million Pesos ( P25,000,000.00) but the Department of Information and Communications Technology (DICT) approved cost: Fourteen point Eight Million Pesos only (P14.8 million).


Additional Information:

According to the report this "anomalous" proposal is also had questionable items like the two (2) sets of computer laptops, and it was amounting to Four Million and Eleven Thousand (P4.11), and there is another worth One Hundred Fifteen Point Thirty two Million Pesos (P115.32)

Cabading added that there are another item the price was at Ninety Eight point Zero Seven Million (P98.07 Million) 

According to CABADING he tried to find a solution by raising the management, but he added and he said the most frustrating situation is the management tolerating this kind of act. That is what Cabading said. 

Cabading also said, and according to him, he just only approved the release of Twenty Five Million Pesos (P25,000,000.00) for PhilHealth's Information Technology (IT) needs, but Morales allegedly authorized a separate Three Hundred Two Million Pesos (P302,000,000.00) "supplemental budget" for Information Technology (IT)-related purchases.

According to the Commission on Audit (COA) they found that PhilHealth wanted to procure 15 "catalyst switches" for Four point Eighty One Million Pesos (P4.81 million), and the learn that the market price was just at Nine Hundred Thirty Nine Thousand Three Hundred Sixty pesos Only. (P939,360.00)

Senator Ping Lacson said, our government almost lost  P3.87 million,
